President Benigno S. Aquino III, also known as Noynoy Aquino or PNoy, is scheduled to deliver his third State of the Nation Address (SONA) on Monday, July 23, 2012, at the Batasang Pambansa in Quezon City in the joint session of Congress.

The President shall address the Congress at the opening of its regular session. He may also appear before it at any other time.
According to deputy presidential spokesperson Abigail Valte, the speech of the President is already in its 4th revision and is about 30 pages. She added however that the speech is still a “constant work in progress.”
“Just to give you an idea, the President wants to see a constant evolution. Especially when he sees something in his daily work that he feels that should be included, he will insert it. So constantly the form of the draft will be changed.
There’s a lot of reordering that is ongoing but the entire team is closely working with the President on what he wants the final SONA draft to be,” he added
Valte added that the public will see "a lot changes in the way that the President does his SONA" this year. She has earlier revealed that Aquino will likely use visual aids to complement his speech.
According to GMA News Online, some 6,400 police personnel and a three-level security setup are being readied to secure President Benigno Aquino III's third State of the Nation Address at the Batasang Pambansa this coming July 23.
The Quezon City Police District said it is also closing off part of Commonwealth Avenue to traffic on SONA day.
The question as to whether there is a suspension of classes in all levels in Metro Manila on SONA day or not is yet to be answered 2 to 3 days prior to the president's speech.
In the first two SONAs of PNoy, the SONA days were declared regular working day in government and private offices as well as school classes. There were only few schools which were classes suspended due to heavy traffic affecting near Batasan Complex in Quezon City.
Not like with Pres. GMA in 2009, the last SONA of President Arroyo, the Commission on Higher Education (CHED) and the Department of Education (DepEd) suspended classes in all levels in Metro Manila. The suspension of classes was not only due to President Gloria Macapagal Arroyo's State of the Nation Address (SONA) but also for the national observance of the Iglesia ni Cristo (INC) Day.
