State weather bureau PAGASA in its latest forecast said that as of 2:00 am Saturday, August 11, a Low Pressure Area was spotted at 1,370 kilometers East of Northern Luzon.
It will be named Bagyong Helen once it intensifies into a tropical cyclone upon entering the Philippine Area of Responsibility.
Weather experts said the Southwest Monsoon or Habagat is still affecting Northern and Central Luzon.
Habagat will continue to bring mostly cloudy skies with scaterred rainshowers and thunderstorms becoming cloudy with widespread rains over Northern and Central Luzon particularly along the provinces of Ilocos, La Union, Pangasinan, Zambales, Pampanga, Bataan, Tarlac and Bulacan, the weather agency said in its August 10 bulletin.
PAGASA warned residents living in low lying areas against threats of flashfloods, and floods and landslides in mountainous areas.
